This report documents an incident which allegedly occurred on November 5th, 2026. Details are from the arrest affidavit.

I currently have approximately 18 police report requests pending with the Boulder Police Records Department. As previously documented, processing times from their agency remain very slow – weeks, or in some cases, months. This arrest affidavit was provided to me by the Boulder County Sheriff’s Office approximately 81 minutes after I requested it online.

Officers responded after multiple witnesses reported a 38-year-old man repeatedly exposing his genitals, blocking traffic, opening vehicle doors, and confronting motorists and pedestrians outside an apartment complex. One witness reported seeing him masturbate in the roadway. Others described him shouting racial slurs, banging on vehicles, and pulling his pants down repeatedly as he moved between locations.

The most serious allegation involves a four-year-old girl riding with her mother. The mother reported that the man blocked her lane with his pants around his ankles, then ran toward her vehicle when she tried to drive around him. She rolled up her daughter’s window as he approached. He allegedly pounded on the glass and yelled “give me a kiss” at the child while his genitals remained exposed.

Apartment employees reported that he lunged at residents and delivery drivers and opened at least three driver-side vehicle doors. A delivery driver reportedly escaped into the building using its access code before he could reach her. Another witness described him running across the street and swinging at a passing bicyclist, although the witness could not tell whether the blow connected. The cyclist was not identified or interviewed.

Witnesses also described a driver confronting the man and attempting to pepper-spray him; some believed the driver accidentally sprayed himself. Police later took the suspect to the hospital for medical clearance because of reported pepper-spray exposure.

Officers detained him after a brief struggle to apply handcuffs. The reporting officer described slurred speech, nonsensical statements, and erratic behavior and attributed these to an unknown narcotic. The affidavit does not identify a substance or provide a toxicology result.

The affidavit lists the following arrest charges:

  • Felony indecent exposure with a child under 15 present
  • Misdemeanor indecent exposure
  • Disorderly conduct
  • Attempted 1st-degree trespass of a motor vehicle
  • 2nd-degree tampering
  • Obstructing a highway or passageway
  • Public indecency

Additional details:

  • Police reported that he had already been arrested earlier that same day for criminal trespassing. The affidavit provides no further details about that earlier arrest or what happened afterward.
  • Jail records indicate he was booked by CUPD on 10/31 on charges of 2nd-degree trespass involving fenced premises, obstructing an officer, drug paraphernalia possession, and resisting arrest.
  • Jail records also indicate he was arrested by the Boulder County Sheriff’s Office on 10/28 for a misdemeanor FTA warrant.

Here’s what the Boulder Police Department’s blotter entry for this incident looks like. Note this listing does not contain narrative details, only lists one of the charges, and does not provide information about the outcome of the call:
