About This Report
This report is based primarily on police and emergency radio traffic (when publicly accessible), supplemented in some cases by police reports and media coverage.
The Boulder Police Department began encrypting routine radio traffic on October 28, 2025, ending real-time public access to dispatch communications. As a result, this document reflects incidents captured prior to that change, along with additional information obtained through public records where available.
Street addresses are generalized to block level (e.g., “18xx 28th St”) to reduce the risk of unintended harm while preserving geographic context. Business names are included for location reference only and do not imply wrongdoing.
This is not a complete record of all calls for service. Incidents are included based on available documentation and are presented chronologically without prioritization or weighting.

Officers responded after a man refused to leave a study area and yelled at library staff. According to a later police report, the suspect directed racial slurs and racially charged comments toward a security guard while threatening staff. Surveillance footage and witness photographs were later reviewed by detectives, and an arrest warrant was issued. The suspect was arrested on 3/21 and charged with harassment and bias-motivated intimidation. At the time of the incident, he was reportedly out on bond in connection with an unrelated first-degree assault case.

Officers responded regarding two aggressive dogs that reportedly attempted to attack another resident’s dog multiple times. While contacting the owner, officers discovered she had four outstanding failure-to-appear warrants. She was arrested and transported to the hospital for medical clearance after reporting withdrawal symptoms from drug use.

During a traffic stop for erratic driving and a defective headlight, officers reportedly smelled marijuana and observed drug paraphernalia in plain view. A subsequent search located methamphetamine, marijuana cartridges, and additional paraphernalia. The driver was arrested on multiple charges. A juvenile passenger was also present in the vehicle.

Police responded after a man reportedly entered staff-only areas and a residential unit after being told to leave the building. A staff member was reportedly left shaking and crying by the encounter. Officers recovered a pocketknife the man allegedly dropped inside. He was later located outside and issued a summons for trespassing.

Officers responded regarding a verbal altercation between residents involving racial slurs. Witnesses reported an ongoing pattern of racial harassment. When contacted, the suspect fled and resisted arrest before being taken into custody on charges including bias-motivated harassment and obstruction.

Surveillance footage reportedly showed him slamming a door hard enough to damage it. Officers later located him nearby and discovered he had two outstanding failure-to-appear warrants, including one felony warrant. He resisted arrest and faced multiple charges.

Police responded to a suspicious-person report at a construction site after a caller observed heavy machinery operating and believed the person inside was unauthorized. Officers located a man inside a large piece of equipment who initially ignored lights, sirens, and commands. Due to safety concerns involving the machinery, officers requested supervisory assistance and deployed BPD’s armored vehicle as a precaution. The suspect eventually exited the equipment, fled on foot through the construction site, and was taken into custody after officers deployed a Taser.

Officers and medical personnel responded emergently regarding a man who was unconscious and not breathing near the Municipal Building. Police administered three doses of Narcan before the man regained consciousness. Roughly 40 minutes later, one of the responding officers was sent to a second overdose call in the 5000 block of Pearl Street, where another individual also recovered after Narcan administration.

Police responded after reports that someone had thrown cinder blocks from the top level of a parking garage. Dispatch later clarified that approximately seven to eight cinder blocks had been thrown from the roof area.
*** According to the police report, a woman walking her dog heard a scraping sound above her and looked up to see a pair of hands pushing a cinder block off the garage roof. She moved out of the way moments before the block landed nearby. She estimated the cinder block struck the ground roughly 5–10 feet away from her. ***
*** The victim immediately went to the roof area to investigate and encountered another resident who had heard the commotion. That witness was able to photograph the suspect, though the image did not clearly capture his face. The suspect reportedly ignored both witnesses and walked away without speaking. ***
*** Officers quickly established a perimeter after spotting the suspect entering the nearby Hyatt hotel. Police later recovered the suspect’s shirt inside a stairwell but were ultimately unable to locate him. ***
