About this report
This report documents nine (9) public-safety incidents occurring in Boulder, Colorado from 5/28 – 6/8 using police reports obtained through Colorado Open Records Act requests following the encryption of routine Boulder Police radio dispatch communications in October 2025. The incidents summarized here were reconstructed primarily from written police reports and related official records.
These incidents represent only a small fraction of public-safety activity occurring in Boulder during this period. Limitations in availability of official records continue to restrict how much can be confidently documented.
Felony Menacing / Shots Fired — 15th Street & Spruce Street

15th and Spruce
Police arrested a 22-year-old Longmont man after witnesses reported he argued with another man, displayed an AR-style rifle, and fired two rounds into the air near downtown Boulder around 2:18 a.m. Witnesses photographed the suspect vehicle’s license plate, allowing officers to locate the vehicle minutes later and conduct a high-risk stop. Police recovered a rifle, ammunition, a large-capacity magazine, spent shell casings, and numerous alcoholic beverage containers. The suspect was booked on charges including felony menacing, reckless endangerment, possession of a weapon while intoxicated, and possession of a prohibited large-capacity magazine.
The victim was described as a transient who was never identified or located.
BPD posted about this on Facebook. They also posted on X. Both posts include pictures of the weapon, ammunition, and other evidence.
Assault at Eben G. Fine Park

Police responded to a reported menacing incident which occurred at Eben G. Fine Park. One man was contacted in the Justice Center parking lot near the Sunday evening food truck. He told officers that three people had attacked him, pepper-sprayed him, and that one had pulled a knife. (The “knife” was apparently a flute.)
Independent witnesses gave a different account. They reported that the man had been verbally antagonizing people in the park before assaulting a woman and grabbing her purse. Another woman pepper-sprayed the man after she grabbed the victim’s purse. She was described by witnesses but was never identified.
Based on the witness statements, officers determined the man had been the primary aggressor. After being taken to the hospital, he received a summons for Third Degree Assault. The victim was provided a Victim Rights Act pamphlet.
Theft of Sandwich from Downtown Restaurant

[A restaurant in downtown Boulder]
Police responded to a report that a man entered a downtown restaurant, took a sandwich valued at approximately $7, and left without paying.
Employees provided surveillance footage showing the suspect removing the sandwich from a display and exiting the store. Officers located a man matching the description nearby. When contacted, he refused to identify himself and provided nonsensical responses regarding his identity.
He was transported to the Boulder County Jail for fingerprint identification, where his identity was eventually confirmed. He was issued a summons for theft and booked and released. A sleeping bag and carabiner he had in his possession were left at the jail for him.
*** In March 2024, this same location was the site of a series of disturbances involving a man who harassed customers and directed antisemitic and anti-lesbian slurs at the owner. When contacted by police after one such incident, he appeared to be under the influence of drugs, refused to identify himself, and resisted officers attempting to arrest him. Police also discovered he had an outstanding Boulder County warrant. At the jail, he initially insisted officers had shot him in the leg before later acknowledging that he had not been shot. He was charged with bias-motivated intimidation, harassment, third-degree criminal trespass, obstruction, resisting arrest, and the FTA warrant. According to the police report, this suspect was residing at Attention Homes, 1440 Pine Street. ***
Disturbance on Pearl Street Ends in Arrest

13th and Pearl
Police were called to the Pearl Street area after reports of a man wearing only underwear who was yelling at and intimidating pedestrians.
Officers attempted to move the man away from nearby families and children while they investigated. The man refused to cooperate, became increasingly agitated, and physically resisted officers’ attempts to detain him. He went limp and refused to walk to the patrol car, requiring officers to carry him. At one point he also spit at an officer.
The man was taken to BCH for a medical clearance, then to jail on charges including resisting arrest, obstructing a peace officer, attempted criminal conduct, and third-degree assault.
Domestic Violence Arrest Near Broadway and Lee Hill Road

Police responded to reports of a physical disturbance involving a couple near Broadway.
A witness reported observing the pair arguing inside a vehicle before exiting and pushing one another. Another witness described the woman as the primary aggressor. The man told officers he had been slapped twice in the face and officers observed redness consistent with his account. Both witnesses reported hearing the woman call him a “child molester” while children were walking by.
The woman denied striking him and instead alleged that he had assaulted her.
Based on witness statements and physical evidence, officers arrested the woman for third-degree assault and domestic violence.
A subsequent search of the vehicle uncovered two credit cards belonging to other people, suspected methamphetamine, drug paraphernalia, scales, and other materials commonly associated with drug use. Additional drug-related charges were added.
The male victim was provided a victims rights pamphlet and a summons for possession of the credit cards.
Domestic Violence Arrest Along Goose Creek

2826 Mapleton Ave, Mapleton Ball Fields
Officers responded to reports of a man and woman pushing and shoving one another near the Mapleton Ball Fields.
The woman reported that while she was sleeping outdoors, the man threw her purse at her face, waking her up. She further stated that he told her, “I could kill you right now.” Officers learned from both parties that the two had been involved in a romantic relationship.
The man denied throwing the purse and denied any physical altercation.
Based on the victim’s statements and the domestic relationship between the parties, officers arrested the man on charges of harassment and domestic violence. He was transported to the Boulder County Jail. The victim was provided victim rights information.
Public Intoxication Leads to Assault-on-Officer Arrest

2631 Iris Ave., Elmer’s Two Mile Park
Police responded to a park after receiving reports that a man had been yelling and cussing at a woman and her children who had stopped to check on his welfare.
Officers arrived and observed a man in the pavilion. One officer saw the man drinking from a brown paper bag and escorted a family with children through the area for their safety and then contacted the man. Officers observed three open bottles of 80 proof vodka. He appeared intoxicated and became increasingly hostile during the encounter, repeatedly directing racial slurs at an officer.
When officers attempted to arrest him for alcohol-related violations, he resisted, including head butting an officer in the chest and hitting his body camera.
The man was taken by ambulance to the hospital, where he continued being verbally antagonistic and using racial slurs.
He was then taken to jail on charges including attempted assault on a peace officer, obstructing a peace officer, and possession or consumption of alcohol in public.
Businesses and Vehicles Targeted on Arapahoe Avenue

Area of 3550 Arapahoe Ave.
Police responded to reports of a man with a long pole entering vehicles and tampering with electrical equipment behind several businesses along Arapahoe Avenue. Officers arrived to find the man between businesses. Witnesses reported seeing the suspect open electrical breaker boxes and shut off power to nearby businesses. One vehicle owner reported finding the suspect inside his vehicle handling personal property. Damage was later discovered inside the vehicle that appeared to have been done with a flathead screwdriver which was left behind.
During the investigation, the suspect made numerous bizarre statements and claimed he was infected with a dangerous virus that required everyone to leave the area. He admitted entering vehicles and shutting off power, stating he was attempting to warn people.
He was arrested on multiple charges, including first-degree burglary, vehicle trespass, criminal tampering, criminal mischief, and theft.
Menacing Arrest Near Downtown Boulder

Near 14th Street and Spruce Street
Police responded to a report that a man was screaming at a worker in an alley near downtown Boulder.
According to the victim, who had been unloading a pallet, the man approached her and became verbally aggressive after she asked whether he needed assistance. He reportedly screamed profanities, moved closer to her, and told her, “You better watch out or I’ll end you.” The victim later described the misogynistic names he had called her.
The victim retreated into a nearby building and held a door shut because it would not lock. She reported that the suspect followed her and knocked on the door. She later told officers she feared for her life and believed he was capable of causing her serious bodily injury.
Officers located the suspect nearby. He appeared heavily intoxicated and admitted drinking alcohol. He was arrested on a charge of menacing and taken to jail.
