Boulder Crime Blotter — July 1st – July 17th, 2026

← Back to Main Page

This report documents 20 public-safety incidents occurring in Boulder, Colorado from July 1st – July 17th using police reports obtained through Colorado Open Records Act requests. The incidents summarized here were reconstructed primarily from written police reports and related official records.

The incidents below represent only a small fraction of the noteworthy public safety activity that I believe occurred in Boulder during this period. Police reports remain the primary source because routine radio dispatch traffic is no longer publicly available following encryption. Police reports start at $7.00 each, putting a conservative cost estimate for these materials at $140.

Processing times continue to be an issue. As of 8/3, the most recent report I’ve gotten is from 7/17, now over two weeks ago.

The Boulder Police Department has accounts on both X and Facebook. Neither feed mentioned any of the following incidents.

Currently, I have approximately 16 more requests filed for reports from July which have not been filled yet. There is a short list at the bottom of this document which details some of them.

I have been advised by proofreaders that these summaries are too long and have too much detail. It’s a consequence of having someone doing this work who has been doing it for so long. I’m losing the ability to tell what’s interesting. It all is, and yet none of it is. This is Boulder now. I will try to keep these shorter in the future.

Man Arrested After Smoking Drugs Near University Hill

7/1
11xx Broadway (near Broadway and College, on University Hill)
11:20 AM

An officer responded to the east side of a business regarding a man possibly smoking drugs from a glass pipe. While en route, he learned that a detective with the Special Enforcement Unit had observed and recorded the man smoking from a long glass pipe. The video was uploaded to the case file.

The officer arrived and found the man sitting on a bench with a lighter and a long glass pipe. When approached, the man immediately tried to drop the pipe into a slotted storm drain beside the bench. The pipe did not fall into the drain but broke into two pieces on top of it.

The man stood up, began gathering his belongings, and initially refused repeated instructions to sit down. As the officer attempted to handcuff him, he tensed and curled one arm, kept his other hand in front of him, and repeatedly asked, “What am I doing?” Two additional officers arrived after the detective, who was still observing, asked them to expedite their response. The man continued moving his arms forward and away from the officers, and they took him to the ground before placing him in handcuffs.

The man said he had been smoking marijuana dab resin from the pipe after an unknown passerby gave it to him.

He was arrested and booked on charges of Public Display or Consumption of Marijuana, Obstructing Government Operations, and Resisting Arrest.

This is the same suspect from this 6/14 incident where he was contacted for allegedly throwing debris into the road at Broadway and 17th. He made bizarre statements and had two FTA warrants.

DOC Fugitive Identified by Fingerprint Reader After Giving False Name

7/1
1777 Broadway, Boulder Municipal Building
11:38 AM

Officers contacted three people on the south side of the Municipal Building (where City Council meets) after a detective observed them via surveillance camera smoking suspected meth from a glass pipe and passing it among themselves. Two of the suspects were identified and given summonses under a separate case.

A third man was reportedly hiding the glass pipe beneath his shoe. When officers spotted it, he gave it to them. The man initially provided a name and date of birth that officers later determined were false. A person with the same name and a slightly different date of birth had an outstanding FTA warrant from the Boulder County Sheriff’s Office, stemming from a drug-paraphernalia charge.

Dispatch could not find any driver’s-license information associated with the identity the man provided. One officer remembered helping issue him a summons several months earlier but noted that officers had not obtained a driver’s-license return during that encounter either.

The man’s correct identity was established using a portable fingerprint reader brought to the scene. Officers then learned he had a nationwide-extradition warrant from the Colorado Department of Corrections for a parole violation. The underlying charges were two counts of failure to register as a sex offender (second or subsequent offense) and robbery involving an at-risk victim.

Officers handcuffed the man, believing they would be taking him to jail on the DOC warrant. The jail, however, advised that it would not accept him on that warrant “due to not having enough beds available for the specific DOC warrants.” The jail also declined the FTA warrant associated with the false identity because its underlying drug-paraphernalia charge was a petty offense.

Nevertheless, officers took the man into custody for a book-and-release on new charges. During a search, they found a baggie in his pocket containing approximately 1.4 grams of a substance that presumptively tested positive for meth.

One officer investigated the false identity the man had initially provided. He learned that the man had been documented under that name in nine previous incidents, three of which resulted in summonses. Those summonses – including the one that led to the outstanding FTA warrant – had therefore been issued under the false identity.

At the jail, an officer had to wake the man before giving him a felony summons. The report notes the officer addressed him by his real first name, and the man awakened and responded without attempting to correct him.

The man was booked and released on charges of Criminal impersonation, Unlawful Possession of a Controlled Substance, Unlawful Use of a Controlled Substance, and Possession of Drug Paraphernalia.

Attempted Robbery Leaves Man Stabbed in the Hand at Scott Carpenter Park

7/2/26
1505 30th Street, Scott Carpenter Park
2:58 PM

Officers responded after a man walked into a park office and reported that he had been stabbed. The reporting party (RP) said the man appeared to have been stabbed but was being uncooperative.

An officer contacted the victim, who was described as “semi-uncooperative” and had a strong odor of alcohol. Park staff were treating him for a small puncture wound to his left hand.

The victim said he had recently been released from the hospital following cancer treatment. He was walking along the bike path on the south side of Scott Carpenter Park when a man approached him from behind, put an arm around his neck, and attempted to take his wallet. The victim fought back, and during the struggle, the suspect stabbed him in the hand with a pointed object. The victim then fell to the ground. The suspect fled on foot.

Two unidentified women reportedly witnessed the incident and helped the victim afterward, but they left before officers arrived.

The victim said the suspect never spoke during the attack. He described him as a white male, approximately 50 to 60 years old, with white hair, wearing a white tank top and tan shorts. The victim became increasingly agitated as officers attempted to clarify inconsistencies in his account and said he did not trust police.

The victim described a nearby area where he believed the suspect might be camping. Officers established a perimeter and searched for the suspect, an encampment, and physical evidence of the attack but found none.

The case was initially opened and referred to detectives. A subsequent entry states that it would be closed due to a lack of evidence.

CU posted an alert about this:

The Daily Camera mentioned it too:

The Boulder Police Department’s social media feeds on X and Facebook did not mention this incident.

Officer Watching From Municipal Building Observes Suspected Drug Deal

7/4/26
1777 Broadway, the Boulder Municipal Building
1:51 PM

An officer was conducting a patrol “due to the high level of drug use in the area.” From inside the Municipal Building, he watched through binoculars as a man appeared to count out a small amount of drugs. Another man ran up, took something from his hand and walked away. The officer recognized the second man as a local transient whom he knew to be addicted to fentanyl and believed he had witnessed a hand-to-hand drug transaction.

The officer then observed the first man use a “tooter” (a small pipe) and a lighter to inhale a substance heated on a piece of foil.

The officer requested that another officer respond while he continued watching. As that officer approached, the man quickly placed the foil in his backpack. The first officer exited the Municipal Building and told the man he had been observed smoking drugs. The man said the substance was meth.

The man told officers he had a container that did not belong to him, which he claimed to have found on the ground. Inside, officers found suspected meth and fentanyl. A search of his backpack also located the previously observed foil with burn residue. The substances later tested presumptively positive for meth and fentanyl.

The man was cited for three misdemeanor offenses and released at the scene. The drugs and paraphernalia were seized as evidence.

Intoxicated Man Arrested for Violating Protection Order

7/5/26
1001 Arapahoe, Boulder Public Library
4:56 PM

An officer responded to the library regarding an intoxicated person. Upon arriving, he was flagged down and directed to a man lying on the grass beside Boulder Creek with a woman. The man was highly intoxicated and reportedly had been drinking alcohol and possibly smoking marijuana. He was evaluated by medical personnel and taken to the hospital for a medical clearance.

A records check revealed that the man had an active domestic violence warrant and was prohibited by a mandatory protection order from contacting the woman he was with. A separate records check confirmed that she was the protected party.

After receiving medical clearance, the man was taken to the Boulder County Jail on the domestic-violence warrant, two additional FTA warrants, and a new charge of violating a protection order.

E-bike Theft Turns Into Knife-Point Robbery

7/5/26
27th Way and Baseline Road
6:38 PM

An officer responded regarding the theft of an electric bike. The victim said he was inside a gas station buying cigarettes when a woman alerted him that someone was stealing the bike. Because it could not be started without the key, the suspect pushed it away.

The victim chased the suspect and caught up with him near Baseline Liquors. The suspect dropped the bike and brandished a knife. The victim recovered the bike but continued pursuing the suspect until officers took him into custody. He told officers the e-bike belonged to his younger brother, was worth approximately $1500, and that he had never seen the suspect before.

The suspect was questioned in Spanish after being advised of his Miranda rights. He initially denied having a knife, but officers found its sheath on him and recovered the knife from nearby grass. The suspect then admitted throwing it there because he was scared. He said he had taken the bike to make money to bring his sisters from Mexico and had pulled out the knife because of adrenaline, although he claimed he did not intend to use it.

Officers also spoke with the RP, an employee of Baseline Liquors who witnessed the incident and called 911 after seeing the suspect holding the knife.

The suspect was arrested on charges of Aggravated Robbery and Tampering with Physical Evidence.

Trespassing Suspect Found With Nearly 18 Grams of Meth

7/6/26
Address redacted (but see note below)
9:05 AM

Officers responded to a residential apartment building regarding a man who had been on the property since approximately 7:30 AM. An employee reported that he apparently entered the secured building by following a UPS driver inside and then locked himself in a bathroom.

Officers entered the bathroom and found him sitting on the toilet, slumped over with his pants down. They asked him to come out, and he complied. Officers noted that he appeared “out of it”; when asked what city he was in, he answered “Longmont.” They also noticed a knife in his pocket.

A routine check revealed two active warrants: a Boulder County warrant originating from drug offenses, and a Lafayette warrant originating from a shoplifting charge. The jail confirmed it would accept him on both warrants.

Officers arrested the man and searched him. They found five bags containing suspected meth, three hypodermic needles, several credit and EBT cards, and $153.54 in cash. One Colorado EBT card belonged to someone else.

All five bags presumptively tested positive for meth and weighed a combined 17.96 grams. The man was booked on an unlawful distribution/manufacturing drug charge, criminal possession of a financial transaction device, 2nd-degree trespassing, and the two warrants.

This residential location, is redacted from the report; however it was referenced in this suspect’s 7/7 court hearing. This was approximately 500 feet from Horizons K-8 School, which itself is noted in the police report.

Correction: When I first mentioned this incident in my July 20th post, I stated that the man had apparently been charged with possessing at least 112 grams of meth. That information was based on the charge displayed on the Boulder County Jail website. The police report documents an actual combined weight of 17.96 grams. The report nevertheless also labels the drug offense as a Level 1 felony, an apparent discrepancy it does not explain.

Mobility Scooter Rider Arrested After Threats at Eatery

7/7/26
11xx 28th St. (an eatery near 28th and Colorado)
3:08 PM

Officers responded regarding a reported menacing. A victim said he was sitting outside eating food he had just purchased when an unknown man on a mobility scooter approached and began yelling at him without provocation. The man reportedly said, “Get the f— out of here,” “I will stab you,” and “I will kill you.”

Although the victim believed he could physically overpower the man because he was using a mobility scooter, he said he was frightened by the threats and did not know whether the man might be carrying a weapon. He prepared to defend himself with pepper spray and called police. The victim later identified the suspect during a show-up, saying he was “1,000 percent confident” it was the same man.

An officer located the suspect nearby and witnessed him aggressively splash beer into another man’s face. The second man said he had merely asked the suspect whether he was enjoying the cool rain. According to the victim, the suspect told him to “f— off,” and when warned not to enter the property where the victim worked, threw beer from a can into his face. The victim’s glasses prevented the beer from entering his eyes, and he was not injured.

The suspect initially spoke and moved normally when contacted, but soon became nonresponsive, refusing to speak or move. Concerned that he might be experiencing a medical emergency, officers called paramedics. He was taken to the hospital for evaluation and medically cleared before being booked into jail.

During an inventory of his belongings, officers found a folding pocketknife and a larger knife with an approximately 6” blade. The first victim had not seen him display or reach for a weapon during the threats.

The suspect was arrested on misdemeanor charges of Menacing and Harassment.

Officers later returned the mobility scooter to a nearby senior apartment complex where the suspect lived.

Cyclist Accused of Pulling Knife During Table Mesa Confrontation

7/8/26
4880 Table Mesa Dr., Table Mesa Park-n-Ride
12:12 PM

Officers responded to the Table Mesa Park-n-Ride regarding a reported menacing with a knife. The victim said he was exiting the elevator on the south side of Highway 36 when a man approached on a bicycle at a high rate of speed. According to the victim, he was walking on the right side of the path, leaving room for the cyclist to pass, but the cyclist appeared to expect him to move and crashed nearby.

After falling from the bicycle, the suspect allegedly became angry and yelled, “What the f—, get out of the way,” followed by, “You want me to f—ing stab you?” The victim said the man pulled a folding knife with a 3-4” blade from his pocket, transferred it to his right hand, and held it at waist level with the blade pointed toward him. The suspect allegedly began walking toward the victim, who walked away and boarded a bus.

The victim, who was homeless, said he had never seen the suspect before but would recognize him again.

RTD provided officers with photographs and video of the encounter. The video showed the cyclist leave the concrete path and stop in a mulched area near the victim, rather than clearly crashing and falling as the victim described. Part of the encounter was obscured by a roof, and the officer could not determine whether the cyclist displayed a knife. Officers obtained additional images of the suspect but were unable to identify him. The case was closed due to insufficient identifying information.

Felony Warrant Arrest Leads to Marijuana Distribution Charges

7/9/26
17xx 17th St. (near 17th and Baseline)
4:09 AM

Officers contacted a man who was urinating in public on the east side of a building. When contacted, he continued urinating and said he was not doing anything wrong. Officers also noted that his bicycle, which they had previously seen him riding, did not have a legally required headlight. He was identified through his driver’s license.

Officers learned that the man had an active felony warrant dated 7/1/26 (the underlying allegations were redacted). He was placed under arrest. During a search, officers found approximately 0.52 grams of suspected meth in his hoodie pocket. The substance tested presumptively positive for meth.

While inventorying his bags, officers found used syringes, rubber straws and pipes containing suspected drug residue. They also found two brown paper bags containing approximately 27 ounces of damp marijuana. Officers determined that the quantity, its limited shelf life and the manner in which it was packaged were inconsistent with personal use and charged him with possession with intent to distribute.

The man was booked into jail on the felony warrant and the new drug charges.

Garage Rooftop Encounter Ends with Assault-on-Officer Arrest

7/9
Location redacted (I believe this was on Mapleton Hill)
1:46 PM

Officers responded regarding a shirtless man reportedly doing “martial arts moves” on top of the RP’s detached garage. They found him in the alley, where he approached a patrol vehicle and “immediately took a martial arts style fighting stance.”

The man refused officers’ requests to sit down, repeatedly saying they would have to make him. He also flipped them off and continued taking fighting stances as an officer attempted to deescalate the situation. After officers determined they had probable cause to arrest him for trespassing, one attempted to grab his wrist. The man spun away, then allegedly tried to strike two officers before lunging at one officer’s legs and attempting a wrestling-style takedown.

Several officers took the man to the ground and eventually placed him in handcuffs. During the struggle, one officer struck his knee on the gravel, causing abrasions and pain.

The RP told officers she had seen the man doing karate moves and dancing on top of her detached garage. When she asked him to get down and leave, he responded, “Come and make me.” She recorded two videos, which she shared with police.

The man was taken to the hospital for medical clearance and then to jail. He was arrested on suspicion of 2nd degree trespassing, 2nd degree assault of a peace officer and obstructing government operations.

The location of this incident is redacted from the police report. I’m not able to explain that, as it appears to be a normal residence, which are not usually redacted.

Wanted Couple Found During Domestic Disturbance Call

7/10
9xx 28th St. (near 28th and Aurora)
2:22 PM

Officers responded regarding a domestic disturbance in progress in which a male and female were arguing and the female pushed the male “near his neck.” When officers arrived, both began gathering their belongings as though they were preparing to flee. They soon admitted they both had active arrest warrants.

In the report, an officer noted:

“I told both parties that based on the Boulder County Jail standards there was a strong possibility the jail would not accept the warrants, and if that were the case they would not be arrested for their warrants.”

When questioned, the male began yelling to the female and flexing his arms/legs in an aggressive manner. He was handcuffed. As he was being walked further away from the female, he attempted to pull away while screaming loudly, then flung his body onto the ground, continuing to scream loudly and claiming an officer pushed him. He later expressed his dislike of police, citing experiences from his childhood.

After it became clear the man would not cooperate with the investigation, he was arrested on a warrant for FTA and also obstruction. Per the report, he was residing at 4869 Broadway, the shelter.

The man was arrested on 7/1 on charges of Obstructing Government Operations, Public Consumption of Marijuana, and Resisting Arrest. I have not requested that report and have no other details.

Hospital Patient Arrested After Indecent Exposure and Disturbance

7/10
4747 Arapahoe, Boulder Community Hospital
3:23 PM

Officers responded to the hospital regarding a trespassing and indecent exposure incident. They met with security who said a man had been treated for a leg injury. During treatment, staff observed him going through medical cabinets and taking bandages, alcohol wipes, and gloves. While two female nurses were bandaging his leg, he lifted his gown and exposed himself to both of them.

The man had been discharged about 1:45 PM but refused to leave the property. He urinated in front of the hospital entrance while exposing himself to staff and visitors. He made statements including “I want those cute nurses to suck my d—.” He also threw objects at security staff and visitors, including a bottle thrown at a visitor.

Per the report, another patient who had arrived for mental health treatment ran away because of the disturbance.

The man was arrested for 3rd degree trespass, five counts of indecent exposure, and disorderly conduct.

Shoplifting Suspect Fights Grocery Store Security, Threatens to Kill Employees

7/12
27xx Arapahoe Ave (near 28th and Arapahoe)
3:57 PM

Officers responded to regarding a reported disturbance. They spoke with a security guard who had confronted a man who had placed a large bag of chips under his shirt. When contacted, the man stated “I was just f—ing with you” and threw the chips at the security guard’s chest, then swung at him. The guard pushed the man back in self-defense, causing him to fall, but he got back up and continued hitting him in his arms and upper body.

Per the report, it took approximately five people – including a customer from the pharmacy – to remove the man from the store. Outside, the man continued the altercation, stating “I’m going to kill all of you.” At one point, while he was being removed, the man’s face made contact with a parked car outside, leaving a dent.

The security guard reported pain at 4/10 from injuries sustained while defending himself. Another victim reported pain after the suspect threw his shoes, striking him in the head.

Officers reviewed footage of the incident, which corroborated the account. They located the suspect sleeping on the ground at a nearby intersection. When officers arrested him, he physically resisted and began screaming. During transport to the hospital, he banged his head against the vehicle partition, then stated “I will sue the f— out of you” and used profanity throughout transport.

Per previous police reports, the suspect (who is now described as homeless) used to be a resident of Attention Homes at 1440 Pine Street.

Vehicle Prowling Spree Ends After Drone Tracks Suspect

7/14
6xx S. Broadway (near Broadway and Table Mesa)
3:25 PM

Officers responded regarding a man reportedly stealing from vehicles in the Table Mesa Shopping Center parking lot. An officer advised over the radio that the suspect appeared to be a man who had been contacted earlier that day.

An employee at a liquor store told officers that a customer had reported being asked for money by a man outside and then saw him accessing the backseat of a vehicle. The employee subsequently watched the man searching inside a Jeep, remove something and place it in his bag. He then tried the handle of another vehicle before walking away. The employee later identified the man officers detained as the suspect.

A BPD drone operator observed the suspect trying the door handles of several additional vehicles, all of which were locked.

When contacted, the suspect was cooperative and allowed an officer to search his bag. Officers found various tools and other items, but he denied taking anything and said he was waiting for a bus.

Officers later learned that another victim had discovered approximately $350 worth of property missing from her vehicle. A GPS/CarPlay screen found in the suspect’s bag was identified as belonging to that victim. Several other potentially stolen items were booked as found property, although checks of the available serial numbers did not show them as stolen.

According to the report, the suspect had already been cited in two other vehicle-trespass cases earlier that afternoon. The investigating officer concluded that he had attempted to enter at least six vehicles and successfully entered two. He was arrested on multiple counts of 1st-degree criminal trespass, attempted criminal trespass and theft.

The suspect said he had diabetes and had not taken his medication since noon. He was taken to the hospital for a medical clearance and then taken to jail.

Man Accused of Spraying Stranger During Dispute at Municipal Building

7/14
1777 Broadway, the Municipal Building
3:42 PM

Officers responded to the Muni building regarding an assault. They contacted the victim. He told them he was sitting near the Muni building reading his bible when another man approached and repeatedly said something about the victim’s phone. There was a slight language barrier, but the victim said the suspect repeatedly talked about his phone and at one point tried to reach for it. The victim said he finally told the suspect to leave him alone and pushed him away. At that point, the suspect pulled out a black spray bottle from his pocket and sprayed an unknown liquid at the victim twice, once landing on his shirt and the second time missing altogether.

Officers located the suspect in the library parking lot. He seemed excited and said he had been sprayed with bear mace by the victim at a fast food restaurant that morning, and as the heat was reactivating it, he was going to the library to wash it off. He said he believed the victim had stolen items, including a phone, from his friend’s camp nearby. He admitted he had no evidence that the phone was stolen. When told he was suspected of trying to spray the victim with bear mace, he denied it.

The suspect was arrested. Officers found burned tinfoil and a small vial with white residue during a search. During an inventory of his belongings, they also located 0.59g of meth and a used canister of mace. He was taken to the hospital for a medical clearance, then to jail.

This is the same suspect from this 6/6 disturbance in the area of 30th and Arapahoe.

Officers Revive Man Found Hanging in Downtown Alley

7/14
Location redacted (I believe this was near 10th and Walnut)
7:35 PM

Officers responded regarding a man who had been found hanging by a cord from some pipes in an alley. He had been suspended approximately five to six feet above the ground.

A restaurant employee told officers that members of a cleaning crew had alerted him and asked for help. He directed staff to call 911, retrieved a knife and cut the man down. The man appeared badly discolored, and witnesses reported seeing foam coming from his mouth.

When officers arrived, the man was on the ground with the cord still tightly wrapped around his neck. One officer was unable to cut it, so he untied the knot and removed it. The officer did not initially detect a pulse, so he began CPR. Fire personnel subsequently found a pulse. The fire department and paramedics continued treating him.

The man was taken to the hospital. According to the report, he was still alive when the officer left the hospital at 8:48 PM.

Multiple witnesses, including members of the cleaning crew, provided generally consistent accounts of the incident.

Although this was not a crime, I’m including it because it occurred in a public area and illustrates the emergency medical assistance police officers sometimes provide.

The location of this call – which appeared to be in public – was redacted from the report. However, the man’s identity was not redacted. I’m not able to explain that logic.

Woman Accused of Stealing Shopping Bag Struggles with Officer During Arrest

7/15
1300 Canyon Blvd. (near 13th and Canyon)
8:55 AM

Officers responded to a theft after the RP reported that a woman had stolen her reusable shopping bag and a can of soda before riding away on a bicycle toward the Circle K. The victim said she had her items laid out and had stepped away to throw something in the trash. When she looked back, she saw the suspect take her things and ride away.

One officer located the suspect at the corner of 14th and Spruce. He asked her name, explaining that she was a suspect in a theft case. Per the report, she was behaving strangely, “making nonsensical statements and initially acting like she couldn’t speak.” At one point, she tried to ride away on her bike. The officer grabbed the handlebar brakes to prevent her from leaving. She then left the bike and began to run away.

When the officer caught up to her, she resisted arrest, ripping the officer’s radio microphone from his vest and preventing him from using it until he removed the radio from its pouch and called for emergency cover. She also kicked at the officer and pushed him with her feet.

At 9:24 AM, the officer was able to request emergency cover with his radio. Additional officers responded and found the first officer with the suspect pinned down outside of Lucille’s. During the struggle, the officer suffered a cut and scrape on his hand and a bruised and bleeding fingernail.

Officers took her into custody and recovered the stolen bag. Her blue Trek bicycle was placed into safekeeping.

At the jail, the woman refused to identify herself and became agitated during questioning. She was initially booked as “Jane Doe,” although jail staff later identified her.

Officers also learned the woman was a suspect in a theft earlier that morning involving two Yerba Mate drinks stolen from a restaurant at Broadway and Pearl.

Per the report, approximately 11 officers were involved in this call.

Ring Camera Leads to Arrest in Porch Masturbation Case

7/17
Location redacted (I believe this was in Goss Grove, near 15th and Arapahoe)
3:16 AM

Officers responded after a Ring doorbell camera captured a man exposing himself and masturbating on someone’s front porch. They spoke with two women who were inside the residence. One of them had been alerted by the camera and saw the man outside. She called the other woman, who loudly responded, “What the f— are you talking about?” intending for the man to hear her. The man then left.

Officers searched the area but did not immediately locate him. They reviewed the footage, and one officer recognized the man. Other officers confirmed that they had seen him wearing the same clothing earlier that night. According to the report, the footage clearly showed the act and showed the man looking toward a window and glancing at the Ring camera. From where he was sitting, he also had a direct line of sight into the residence through an open window.

Later that morning, officers located the suspect in Central Park (1236 Canyon Blvd.) and took him into custody at approximately 10:15 AM. He was arrested on suspicion of felony indecent exposure – based on at least two prior convictions – and 3rd-degree trespassing.

Per the report:
[Suspect] was extremely agitated and upset during the entirety of our contact.
…
Once at the patrol car, a search incident to arrest of [suspect’s] person was conducted. Nothing of note was located. I then read [suspect] his Miranda rights. [Suspect] did not acknowledge his Miranda rights and began screaming at me. I did not ask [suspect] any questions regarding the investigation.
…
During the car ride, [suspect] made a series of unprompted statements. A few statements of note were as follows:
“Someone tell that girl that many creepos masturbate.”
“I was masturbating, and so was she, she was masturbating me.”

A routine clearance revealed that the man also had two active warrants: an FTA warrant from BPD stemming from a trespassing charge and an FTA warrant from the Boulder County Sheriff’s Office stemming from a controlled-substance-possession charge.

Officers informed the victims that the man had been arrested.

Per the report:
“Both parties stated this was not the first incident at the residence. Several months prior, a different male shot up drugs on the same porch after attempting to enter through the front door with his pants down. That incident prompted them to install the Ring camera.”

Man Arrested After Masturbating in Student Apartment Lounge

7/17
26xx Taft Dr. (near 28th and Colorado)
5:58 PM

Officers responded to a private student apartment complex near CU regarding an indecent exposure in a shared computer room. Two women said they were walking their dog when they entered the student lounge and saw a man without pants watching pornography. They said he appeared to be masturbating.

One of the women led officers to the upstairs computer room, where they observed the man sitting in a computer chair underneath a sleeping bag and manipulating his genitals. Per the report, he had both hands near his genital area, moved his pants as though attempting to conceal his penis, and gyrated his pelvis.

The man became verbally antagonistic and said he was leaving, which officers declined to allow. When they attempted to handcuff him, he reportedly balled his fist, appeared to lunge toward an officer, pulled away, and assumed what appeared to be a fighting stance. Officers took him to the floor and handcuffed him.

After being read his Miranda rights, the man did not respond affirmatively or negatively. He refused to provide his name and, according to the report, did not speak “in a coherent way.” When asked about identification, he said his I.D. had been “teleported.”

Officers observed green paint around his nostrils and genital area. He was wearing white gloves as shoes and sweating profusely. An officer searching the computer room observed liquid around the chair that she believed was semen, although her supplemental report described stains on a blanket and cloths as unidentified. A pipe and other consumable items were discarded.

At the jail, the man “stated that he was an unhoused member of the community.” An officer said he had contacted the man “several times camping along Boulder Creek with other unhoused community members.”

He was jailed on suspicion of 2nd-degree burglary, indecent exposure, obstructing a peace officer, and resisting arrest.

Some incident reports I have requested but have not heard back about:

  • 7/3 an arrest of one of Boulder’s most prolific bike thieves on multiple charges including Trespassing, Criminal Mischief, Possession of Burglary Tools, and Theft [$1,000 to < $2,000].
